Andrew R. Varcoe has joined Boyden Gray & Associates, PLLC (BG&A), as a partner in the firm’s office in Washington, DC. Most recently, Mr. Varcoe served as Deputy General Counsel for Agriculture and Environment at the Biotechnology Innovation Organization (BIO), the trade association for the biotechnology industry, where he focused on legal, regulatory, and policy issues relevant to technological innovation in agriculture, natural resources, and the environment.

Mr. Varcoe’s legal practice at BIO centered on environmental law and other legal, regulatory, policy, and legislative issues relating to agribusiness and agricultural and industrial biotechnology, including litigation and other matters relating to genetically engineered crops, biofuels, biobased products, renewable chemicals, and regulatory schemes administered by EPA, FDA, and USDA. Prior to his service at BIO, Mr. Varcoe spent several years as an in-house appellate litigator at USDA. His practice there embraced a wide range of administrative law, environmental law, and natural resources law matters, among many others. Mr. Varcoe was particularly involved in major USDA Forest Service and biotechnology cases.
Before joining USDA, Mr. Varcoe was an associate and then counsel at Wilmer Cutler Pickering Hale and Dorr LLP (previously Wilmer, Cutler & Pickering), where he worked closely with Ambassador Gray on a variety of matters. Early in his career, Mr. Varcoe served as a law clerk to Justice Francis X. Spina of the Massachusetts Supreme Judicial Court, and to Judge Edith H. Jones of the U.S. Court of Appeals for the Fifth Circuit. Mr. Varcoe received his J.D. cum laude in 1999 from Harvard Law School and graduated with honors in 1995 from the University of Chicago.
